Forecast Eligibility

• New data in the API route v2/offers/ for the dictionnary [offers][0][eligibility][reasons] without structural change.

• New API route v2/eligibility/forecast_eligibility/ : New way to get a forecast for the fiber (FTTH) eligiblity when no building is known at the address. This call is expected to be used after an empty return from the v2/eligibility/buildings/?kosc_street_code=X&street_number=Y&street_extension=Z with the same parameters.
